Director, External Affairs

Jack McNeil

Driven by a passion for social justice and public service, Jack McNeil is an attorney and legislative strategist with experience in government and political campaigns. As Director of External Affairs at APS & Associates, Jack helps clients navigate stakeholder relationships and advance strategic priorities.
Prior to joining APS, Jack served as Legislative Director for Cook County Commissioner Bridget Degnen, where he managed legislative priorities, drafted legislation, and coordinated with government and community stakeholders. Previously, he spent four years as Digital Director for the Illinois Senate Democrats Fund and served as a Legislative Assistant to then-State Senator Andy Manar.
Jack’s interest in politics started young, from knocking doors for John Kerry as a kid to attending rallies for Barack Obama. He carried that interest to DePaul University, where he eventually served as President of the College Democrats of Illinois, and has since worked on political campaigns at the local, state, and federal levels.
Jack earned his Juris Doctor from DePaul University College of Law, where he was an inaugural research assistant for the Racial Justice Initiative and externed with the Chicago Lawyers’ Committee for Civil Rights.
Outside of work, Jack serves as President of the Porter McNeil Public Service Foundation and Director of Communications for the Chicago Lawyer Chapter of the American Constitution Society. He was also selected as a 2024 American Constitution Society Next Generation Leader.
Jack earned his Juris Doctor from DePaul University College of Law and his Bachelor of Arts from DePaul University, where he studied Political Science and African and Black Diaspora Studies. He lives in Oak Park with his wife, Kamelotte, where they enjoy frequent walks to the historic Lake Theatre to catch the latest cinematic masterpiece.
